The Davis-Stirling Common Interest Development Act was enacted in 1985 by the California State Legislature. It regulates common interest developments (CIDs) like homeowner associations (HOAs).
The CC&Rs (Covenants, Conditions and Restrictions) of a condo association must be in compliance with Davis-Stirling. Such conditions regarding the creation, revision and enforcement of CC&Rs are stipulated.
There are many other issues addressed in the act. Some examples are the issuance of assessments, the creation of an annual budget, and homeowner access to common areas.
